2010 Paddler's Papio Open

Aloha and welcome to the 2010 Paddler's Papio Open. What is the Paddler's Papio Open? The Paddler's Papio Open is a Papio Fishing Tournament open to all paddlers. In this event, surfboards, stand up surfboards, paddle boards, kayaks, canoes, OC1-4, and dory's may be used for fishing.  As long as anglers fish from a human powered water craft it will be allowed for use in this papio fishing tournament. Pedal power is also allowed. Sail powered or motor powered fishing vessels are not allowed. Anglers 5 and over welcome. Keiki must be accompanied by an adult at all times. Only One Keiki Angler for each Adult Angler.

 $1000 dollars will be awarded for the largest Papio less than 10 pounds. $600 dollars will go to the second biggest Papio. $350 dollars will be awarded to the third biggest Papio. $200 dollars will go to the biggest Aha. Prizes will be awarded to the 4th -5th largest Papio. One prize will also be awarded for the biggest other fish. Ulua and Aha will not be accepted for the biggest other fish category. Papio must be between 13 inches and 30 inches long from nose to fork. Rope rulers will be provided. Let the small papio and the ulua go. It is possible for keiki to win any of the cash prizes or any other main prizes.

Entry fees generated from this event will all go directly to the cash prize pool but will not cover the total over all cash payout. Windward Boats and Coastal Kayak Tours will be contributing to make up the difference in the cash prize pool. A Safety Boat and Safety Team will be provided for angler safety. A VHF radio is highly recommended to communicate with the safety boat in the event of an emergency. Sponsors will be donating gifts to the anglers. Windward Boats will be providing Free Kayak Demos. Call Lorraine at 263-6030 ext. 30 to reserve a kayak model. The food for this event will be pot luck. A barbeque and a double burner Coleman stove will be available for use. Due to the large nature of the cash prizes, cheating is an important issue. To discourage cheating ALL ADULT anglers in the 2010 Paddlers Papio Open MUST carry and use a Digital camera or Cell phone camera to verify tournament catches. All fish submitted at the weigh in scale must be accompanied by a digital picture shot on the water that clearly shows the fish and the appropriated marker. Every angler will be given an individual marker during sign in's for photo verification. The top 5 papio, biggest aha and biggest other fish will need a digital photo to claim a prize. Cameras, watercraft, vehicles, and coolers need to be available for beach marshal inspection when anglers sign in (4:45am-9:00am) Fish must be caught during tournament hours from a human powered vessel. Cheating will not be tolerated. Any one caught cheating in this tournament will be immediately disqualified and barred from other tournaments.

On tournament day, all anglers must sign in by 9:00am and out by 3:30pm with the Beach Marshal. This is to promote angler safety. We want to know who's in the water and that all anglers come in from fishing safely. We also need to clear the safety Boat from the water promptly at 3:30pm. "No man left behind" Keiki must be accompanied by an adult at all times.

Live bait rule: Live bait fishing prior to the PPO will be allowed as long as the bait is caught from the shoreline and is then stored on land in tanks, buckets or ice chests. Oama fishing from shoreline and storing in bait buckets for use in the PPO is encouraged. Fishing for live bait prior to the PPO from a kayak and storing live bait off shore in live wells is strictly prohibited. Only Live bait caught from shore and stored on land prior to the PPO will be allowed. FYI it was dead bait that won $1,000 dollar last year.  



                     
2010 Paddler's Papio Open
Rules, Regulations & Entry Forms
1)  All anglers must register to enter at www.coastalkayaktours.com or in person at Windward Boats. 789 Kailua Rd. Kailua. For details call 263-6030 ext 30. Age's 5 and over allowed. Late beach registration is allowed.
        
2)  All anglers must SIGN IN between 4:45am and 9:00am with the beach marshals at the Haleiwa Canoe Club next to the Rainbow Bridge prior to any fishing. During sign in anglers must present there digital camera to beach marshals. Vehicles, coolers, and vessels must be available for beach marshal inspection. Each angler will then be given an individual marker for use in fish verification.  Anglers will also be given a written safety briefing. Anglers may then go to their desired fishing areas within the tournament boundaries. Anglers must also SIGN OUT by 3:30pm with the beach marshal at Haleiwa Canoe Club upon their return from fishing (catch or no catch)., Failure to sign out with beach marshal immediately upon exiting the water may result in disqualification from this and future tournaments. You can SIGN OUT by calling 388-7639. This is to clear the Safety boat promptly at 3:30pm

3)  Fishing boundaries are from Sunset Beach to The Mokule'ia Beach Park. All anglers must fish within this zone.

4)  All fish must be caught during the tournament and from a human powered water craft (no sails or motors). Fish must be caught with rod and reel or traditional hand lines, Speared fish will not be accepted. Sharks, stingrays and puffer fish will not be accepted. No gill or gut removal for weight reduction. Papio must be between 13 inches and 30 inches from nose to fork. Let the small papio and the ulua go. Ulua will not be accepted for biggest other fish.

5)  All local, State, and Federal Laws and Fishing Regulations will apply. All Park Rules and Coast Guard Rules will apply. This means you must have a life vest on board for Adults. Keiki must wear life vest at all times. No fishing in the Pupukea Fish Sanctuary. No papio under 13 inches or  ulua over 30 inches will be accepted.

6)  Weigh-in and Potluck begins at 2:00pm at Haleiwa Canoe Club next to the Rainbow Bridge and scales close exactly at 4:00pm. NO FISH will be accepted after 4:00pm. Prizes will quickly follow the weigh in. There will be a pot luck barbeque and double gas burner so please bring a dish.

7)  Early entry fees are $25 dollars per adult angler (tandems and canoes included) received prior to Aug. 3nd   2010.Late on the beach registration are allowed for $35 adult.  Flat fees for angler 13-17 are $20 dollars Flat fees for anglers 5-12 are $15 dollars.  Keiki anglers under the age of 18 must be accompanied by an adult at all times!  Entry fees will go towards prize money, Anglers can sign up at Windward Boats 789 Kailua Rd, Kailua, or online at www.coastalkayaktours.com look in the tournament link for mail in registration.

8)  1st place prize is $1000 dollars for biggest Papio no larger than 9.999lbs. 2nd place prize is $600 dollars for next biggest Papio. 3rd place Prize is $350 dollars for next biggest papio. 4th -5th Papio's will receive prizes. Biggest Aha will be awarded $200 dollars. There also is a biggest other fish category that will receive a prize. Each angler is allowed to weigh in 2 Papio's, 1 Aha, and 1 biggest other fish. These 4 fish will be accepted at the scales but anglers can only win one prize. Weigh In and scale is at Haleiwa Canoe Club next to Rainbow Bridge.

9) All contestants must have a
Digital Camera or cell phone camera to verify catches. Potential winning fish brought to the scales must be accompanied with a water photo that clearly identifies your appropriated marker.

10) Live Bait may be caught prior to the PPO. The live bait may only be caught from the shore line and then stored on land in tanks, buckets, or ice chests for use in the PPO. Kayak fishing offshore for live bait and storing the live bait offshore in the ocean prior to the PPO is prohibited. Oama fishing prior to the PPO and storing them on land overnight for use at the PPO is encouraged. Save The Rules Above. Detach Below. Sign all Forms. RELEASE & INDEMNITY

I will abide by all the Rules and Regulations of the "2010 Paddler's Papio Open" Kayak Fishing Contest. If Officials of the Kayak Fishing Contest determine that I have violated any Rules or Regulations, I will forfeit all monetary and merchandise awards. I understand that participating in the "2010 Paddler's Papio open" Contest can be dangerous and could result in loss of property and personal injury, including death. On behalf of my heirs my personal representatives, and myself I hereby release Coastal Kayak Tours and Windward Boats from any and all liability and responsibility, which they, Or any of them, may incur as result of any and all property damage and injuries- including death which I may suffer or incur in connection with, or as a result of my participation in The 2010 Paddler's Papio Open Fishing Contest. On behalf of myself, my heirs, and my personal representatives, I further agree to indemnify and hold harmless each and everyone of the aforementioned from and against any loss, damage, cost, judgment or payment of any kind, Including attorney's fees which they, or any of them, may suffer, pay or become liable for, as a result of any claim or demand of any kind or nature, made by myself, my heirs, my estate or any person or entity in connection with any injury-including death, loss of property which I may suffer or incur as result of my participation in the demonstration.

Hold-harmless agreement indemnifying the state of Hawaii against any liability

1. Liability Release:
In signing this release I hereby release the State of Hawai'i, Department of Land and Natural Resources, Division of Boating  and Ocean Recreation  (herein referred to as the State) it's officers, agents, employees, and all departments from any and all damages, claims, demands, costs, or expenses relating to injury or death of any persons or damage to any property which I may sustain or which I may cause by reason of participating in, or in connection with this, The "Paddler's Papio Open" Kayak fishing Contest. 

2. Covenant not to sue and waiver of subrogation: I further agree that I will never sue the State for damages on account of any injury or damage I suffer or cause whether known now or which may develop in the connection with the 2010 Paddler's Papio Open Kayak Fishing Contest. In the event the State is sued because of my actions, I expressly agree to indemnify and hold the State harmless from any liability whatsoever, including court cost and attorney's fees, arising with respect to such actions. I understand that in waiving my rights to sue the State, I also am waiving the rights of recovery from the State of my insurance carrier for any claims they may pay on my behalf. I further understand that by signing this agreement, I waive any rights my heirs or relatives have or may have to sue the State for liability.   Reading and understanding: I signify by my signature below that I have read and understand both agreements 1 and 2 listed above.
